I want to do it for my parents for Christmas.. About how much is it, how long does it take, and what are places that will do it for me?

I cannot help you with naming companies but there are plenty that will put you mini-dv tapes onto a dvd for you they normally charge around $15 per tape give or take a little.
Do a search for "video conversion services" then add your town. you should be able to find a few. unless you live out in the sticks then you may need to use the closest town. How long will it take that depends on how busy they are.
