best quality camcorders under 200 image

Hi, I need an easy camcorder - I saw someone use one and then just plugged it into the tv and we could see what he just recorded - good quality but not very expensive - any suggestions? I assume it can also be loaded onto the computer? Can I get one for under $200 these days?
